Scope of Work

This position is situated under the Environment and Industrial Hygiene Manager The job holder will:
  • Ensure quality and timely delivery of assigned environmental studies on scope and budget.
  • Provide specialist advice in impact assessment on environmental matters in order that the company can demonstrate sound environment management, ensure legal compliance and minimize the potential for litigation or damage to the company's reputation.
  • Ensure successful realization of data collection initiatives through efficient coordination of field teams.
  • Ensure mitigation of the negative impacts of NOC's activities on the environment.
  • Identify unanticipated negative impacts and communicate these to management.
  • Be up to date with local perceptions of NOCs environment performance and anticipate risks.

Activities

  • Assist pre-projects, projects and assets to develop different types of Environmental Studies including Social component of associated studies (ERA, ENVID, ESIA&ESBS, Due Diligence etc.) and assist entities to develop necessary environmental studies for non-routine operations.
  • Prepare SOWs, participate in CFTs, evaluated bidders, make technical recommendations, follow up env studies performance and ensure successful delivery of study objectives, on time and on budget.
  • Coordinate field teams engaged in field data collection for baseline studies.
  • Cooperate with other departments to identify permits which may be required and ensure timely acquisition of the permits.

Scope of work

This position is reporting to the Logistics Manager. His positions subordinated are the Warehouse & Yard Supervisor, Team Lead Goods Receipt, Inventory Supervisor, HSE Advisor, Administration Support, SAP Support. The role has the overall responsibility for establishing and managing the Supply Base operations (including port) in Ras Laffan.  

Activities

  1. Supply Base
  • Manage and monitor workload planning process ensuring the most efficient distribution of activities, tasks, and reallocate where appropriate within the day-to-day issues at the warehouse and storage yards. With close cooperation with the relevant team manager, ensure that all areas are functioning efficiently, equipment is in good condition and available.
  • Arrange and manage all necessary manpower and plant equipment to support the operations. Monitor overtime planning and ensure necessity of overtime. Suggest better ways of working in order to avoid waste and ensure efficiency.
  • Establish and monitor operational processes to ensuring that all Supply Base activities are performed in accordance with the established procedures.
  • Accountable for Supply Base processes and their execution in a timely manner specifically the goods receipt process and subsequent outward and inbound movements of inventory.
  • Manage all aspects of Onshore Waste disposal including, scrap, domestic waste, wood, metal and hazardous waste. In close cooperation with HSE, ensure waste is kept to a minimum and all movement and disposal complies with the waste management plan and local/international regulations.
  • Subject matter expert in the transportation of Dangerous Goods by Air, Sea and Road (IATA, IMDG and ADR regulations)
  • Achieves financial objectives by assisting in the preparation of the annual budget, scheduling expenditures and providing timely and accurate forecasting to the rolling forecast.
  1. Contractor Management
  • Ensures that all Supply Base contractors engaged in the supply of facilities, personnel, material handling equipment and other services, in support of Supply Base activities operate in accordance with the provisions of the contract and in compliance with all NOC and local standards.
  • Focal point as Contract User for all Supply Base contracts.
  1. Stock Integrity
  • Accountable for ensuring the integrity of stock is compliant to NOC’s policies and procedures regarding handling, packing and storing.
  • Manage the receipt and issue process for all Vendor stored equipment. Assist finance in the confirmation of vendor stored equipment and ensure that valid reasons are kept on file, for holding these items at Vendor sites.
  • Plan spot checks of controlled stock on an on-going basis including the preparation of necessary stock lists for the annual stock take. Ensure that the warehouse is presented ready for the stock take and that Finance has all of the information/resources required to complete the annual stock take.
  • Monitor Pending Lists (MR’s ready to be shipped, daily usage stock bins) and immediate reporting to the Logistics & Warehouse management team of delays and shortcomings
  • Maintain and prepare management reports. Provide data and statistics to prepare the monthly report. Provide professional opinion and analysis so that improvements can be achieved and areas of concern highlighted to higher management.
  • Ensure all materials and equipment are stored and handled in accordance with industry best practice.
  • Ensures data in NOC’s system (SAP) is accurate in order that annual stock-take tallies with system records and that all defined processes are followed.
  1. Safety management
  • Focus on embedding (through Contractor) an Incident Free culture and mind set into the Materials & Logistics Operations.
  • Reviews Contractor’s Risk analysis and JSAs for all Supply Base operations prior to them being included into the daily work of our employees.
  • Provides information and guidance to all personnel on updated or new safety policies.
  • Ensures that all work is performed in a safe manner and that proper personal protective equipment (PPE) is used appropriately;
  • Ensures that safety standards are followed by all Supply Base staff to meet the safety requirements within the Supply Base facilities.
  • Identifies training needs for both the Contract workforce and NOC employees to raise safety awareness and instill industry best practice in the daily operations.
  1. People Management
  • Ensure that supervisors prepare their teams accordingly to do the work and are appropriately managed.

Qualifications & Experience Required

  • BSc in electrical engineering or equivalent
  • 10 years experience on an oil & gas field with at least 3 years at a senior technical support level and at least 3 years in electrical & HVAC maintenance level
  • Significant knowledge of offshore plant and equipment and maintenance systems
  • Experience in a senior electrical engineering position demonstrating competency in the area of expertise
  • Practical knowledge of maintenance and inspection management tools (SAP module PM & MM)
  • Medically fit to travel to offshore oil & gas platform
  • Results driven approach and attitude.
  • Fluent in English (listening, writing and speaking) and its technical vocabulary.

This is a permanent and residential position based in the head office with occasional visit to offshore. The position is situated under Field Operations Maintenance and Inspection/ Contracts & Quality.

Accountabilities

  • To support the Management of Contracts & Quality section to meet objectives and KPI’s set by NOC Management.
  • To coordinate the optimisation of Maintenance and Inspection work processes and tools.

Activities

  • Support at the OC room development and Obeya room set-up in relation to Maintenance and Inspection processes.
  • Follow up the development of KPI’s for the Maintenance and Inspection Department.
  • Contribute at the Babelfish development by Maintenance Engineering section to ensure all system functionalities are used and information inserted are valid for use.
  • Review the Unio structure, propose improvement, review posted information and ensure accuracy.
  • Set up the Maintenance and Inspection Intranet page, ensure relevant information is populated.
  • Follow up the Maintenance complexity index development and assess its impact on maintenance levels.
  • Set up the Maintenance and Inspection action plan, review content for update, identify backlog and set up efficient reporting tool.
  • Attend QP workshops, prepare required presentations, follow up actions and reporting tool.
  • Attend 4C&D workshops, follow up implementation for Maintenance and inspection, set up saving reporting tool and coordinate with various Department sections.
  • Prepare short presentation for saving, communicate feedback to Maintenance and Inspection organization
  • Support at the reporting of progress on baseline review actions, follow up late activities with responsible people, set up a completion plan and a reporting tool.
  • Support at the Maintenance and Inspection procedures set up and review, ensure CMS is updated as required.
  • Ensure process flows are developed as required, keep a master reference document, and review to identify any conflicts.
  • Liaise with offshore Maintenance team to set up an efficient reporting tool for daily activities.
  • Review planning achievement against plan and efficiency against available manpower and propose improvement.
  • Review the 5 weeks Maintenance Plan and the 4 months Maintenance plan and propose improvement

Qualifications & Experience Required

  • Degree or industry recognized technical qualifications supported by significant years of industry experience (Onshore and Offshore Oil & Gas Facilities).
  • Minimum of 5 years’ experience working in the Oil & Gas industry.
  • Broad understanding of offshore Oil & Gas facilities Operations and Maintenance Management requirements.
  • Culturally aware and able to operate in a multi-cultural environment.
  • Versatile, resilient and able to interact effectively with direct / indirect reports, peers and Senior Managers on a daily basis.
  • Excellent interpersonal skills.
  • Excellent written and oral communication skills. (English)
